On November 16 two Philippine boats who were in the South China Sea on journey to deliver food and supplies to troops had to abort its mission heading to the Second Thomas Shoal which is in the Philippines’ economic zone as they were hit with water from Chinese Coast Guard ships trying to block them.

The Philippine Foreign Secretary Teodoro Locsin Jr. stated that the actions from the Chinese Coast Guard was illegal and that “this failure to exercise self-restraint threatens the special relationship between the Philippines and China.”

Manila’s top diplomat on November 18 advised they have ordered Beijing’s ships to retreat and reminded them that are covered by a US mutual defense treaty.
